Beijing will host the Olympics in the same way they did in '08---all the events that can be done inside will be in Beijing and all the outdoors events will be in Harbin. They might get real fancy and build an indoor ski/snowboard hill for moguls or something, but the bulk of the outdoor events will be up in Heilongjiang or Inner Mongolia.
