Allowing for the hunting of certain Rhinos for big dollars has driven many ranchers to take a more active role in promoting rhino populations on their land. The same can be said of other threatened species. By selling legal hunt permits these ranchers are making enough money that saving the threatened species is a huge economic boon. That has led to increased numbers rather than a decrease.
