Split the country in 4 regions and pick captains. Then have
the captains pick teams to be in their conference, then have the captains pick captains for the other division in that conference. Then those captains can pick which teams in the conference can be in their division. We'd be in the Western conference. Then I realized that's basically just the Pac 12. So, I pick the Pac 12
