Hawaii and BYU to PAC as football affiliates- theoretical scenario
The PAC12 invites Hawaii and BYU as affiliate members for football only. The kicker is that it's an entirely exclusive arrangement.

All twelve PAC teams play AT Hawaii every year. Hawaii maintains broadcast rights for the islands, but the PAC owns rights for the rest of the world, and targets Hawaii games to the Asian market. Due to the Hawaii exception, Hawaii gets a 13th game on the mainland, and every PAC team gets an extra home game.

BYU plays every PAC team AT the PAC school. Twelve away games with PAC retaining first broadcast rights but BYU-TV allowed to show replays. The Hawaii exception is extended to give BYU a thirteenth game where BYU plays host to Hawaii. The game is played as a lead in to the PAC championship game on CCG weekend. Hawaii and BYU get P5 representation, full access to PAC bowls, and a full share of bowl and CFP-related payouts. BYU rents out LES to UVU for the regular season.
