You don't know the back story which makes this difficult to judge
At one point the person references being harassed previously?
In any case the officer was not justified IMHO but I don't think the person recording was doing anything to defuse the situation either.
I do believe the officer has the right to order the person to take their hands out of their pockets if there is a valid reason, ie....gun in your pockets.
