Something happened to make him stand out in his yard filming the street until

the cop pulled up an stopped. It seems he was expecting a visit from the police. Given that we don't know what that is, I don't think we can make a determination on the encounter.

BTW, I watched the video without sound, so I don't know what either of them said in it.
