Are you sure it's not, like, a metaphor or personification of the U.S.,

referring to the characterization of America as the Great Satan by various enemies of the U. S.? In other words, Neil Young isn't actually saying he thinks people view him as Satan?

Or maybe song lyrics are supposed to always be taken literally. I don't know.
