Who is forcing Bronco to suspend the players?

960 tweeted that Bronco said that if it were up to him, he wouldn't punish the players anymore then they already have.

Who is forcing Bronco to suspend the players? You would think that if the head coach thought that they have been punished enough already then he would have the say whether or not to suspend them.
