That's how I felt. They create a situation where you are beholden to the
landlords. They have protected monopoly so there is no reason, other than inspection by BYU, to do anything. I had serious issues with BYU housing while I was there. I felt the system created an unfair and corrupt living situation for many students. I often wondered if these landlords were active in church.
