How did Utah get ahead of florida, clemson, LSU, and Bama?

Since when did beating a #13 team become better than beating #6 (Clemson over ND), #3 (Florida over ole miss), #8 (Bama over Georgia), and #25 and #18 (LSU over miss st. and auburn)?

Just highlighting how backwards the polls work.
