Well, there is no question that their tuition should have to go up

since BYU does LDS/non-LDS tuition, and so these folks should not get the benefit of tithing dollars.

As to being expelled, I think it would depend on the circumstances. Did they leave they church because they are actively against it, or something more much innocuous? Not sure why BYU would keep a student around that is actively against its mission.
