He's not talking about the principle of religious freedom generally. If he
were, he would allow for the idea that a religious body should be able to maintain rules that, in its view, support its interests. He declares himself to be in opposition to that. He is interpreting the principle of religious freedom in a separate, more narrow way -- not in a general way.
