Honestly the biggest difference in speeds that I have seen are related to
the equipment people are using for their wifi. Over wired and over a well-planned wifi setup I have rarely if ever seen slower speeds than what I have been promised on Comcast. Even during peak hours. The reason most people have crappy internet on comcast during peak hours is because they use 2.4ghz wifi in a crowded area and that's when everyone gets on their 2.4ghz devices (cordless phones, microwaves, bluetooth and wifi). It gets really congested and noisy on those frequencies and your wifi suffers, but if you plug into your router you will see that it is just as fast as ever. My speeds on comcast have always been about 1-5% higher than promised and almost never lower.
