Situation:

Someone buys a newly-built house. It does not come landscaped, so the (relatively small) yard was just dirt. There were also several open places in the walls for built-in cabinets.

Both are now finished.

House was purchased a little over a year ago. Will it appraise for much more than the purchase price with the landscaping and cabinets now done? What's typical? Very few (ridiculously marked-up) upgrades were purchased from the builder, so the initial price wasn't necessarily super inflated for the home's value.

Thinking about a refi with cash out to consolidate some debt (couple of cars and I'd like to pay off my 401k loan before the market rebounds so I get those gains).

Assume prices in the area have remained relatively stable (maybe going up a few percent).
