It doesn't look like the list has any community colleges on it.
There are a ton of community colleges and jucos that have 100% acceptance rates. They'll take anyone with a pulse and a HS diploma or GED. I'm guessing there aren't as many juco or community college options in Utah, so the low tier universities in Utah fill their shoes and, consequently, have high acceptance rates.
