Depends on the President of BYU at the time
And let's just say this, Worthen loves BYU sports, BYU football in particular.
He never wore a red tie, unlike some past Presidents.

From a $ standpoint, Memphis can't bring anywhere near the $ that BYU can to the conference. $ is driving expansions.
