This has already been debunked. There is a multiplier to the TV contracts.
ESPN and Fox will up their payments in the event of expansion to ensure the per team payout from the TV deal is maintained. The loss of revenue would come from more mouths to feed in terms of bowl payouts (unless more teams are going bowling) and NCAA basketball payouts (again, more teams...more revenue).

From a $ standpoint, Memphis can't bring anywhere near the $ that BYU can to the conference. $ is driving expansions.
