Yes. All a CCG does is improve strength of schedule. Merely having a CCG is not
one of the criteria that the committee considers. They do consider conference championships won.
Last year the Big 12 collectively had a terrible OOC schedule and they did not name a champion. However, if they just improve their OOC scheduling and name a champ, they will not really need a CCG.
