As soon as the ball or player hits the pylon the play is dead due to OOB.
If the ball has crossed the goal line before that time (hitting the INSIDE of the pylon) then it is a TD.

No. It can cross outside the pylon on a few scenarios and be a TD.

Correct because nothing has touched anything OOB. Pylons are OOB.
