Key component is that the whole selection rank of having to take a team within 1 loss of next in line only takes into account conference wins. If this is true here is the current order.

2. Alamo Bowl Oregon or Utah/WSU/USC
3. Holiday Bowl Utah/WSU/USC or Oregon/UCLA
4. Foster Farms Bowl Utah/WSU/USC or Oregon/UCLA
5. Sun Bowl Utah/WSU/USC or Oregon/UCLA
6. Las Vegas Bowl UCLA or Utah/WSU/USC/Cal
7. Cactus Bowl Cal/Wash/ASU or UCLA/UA
8. At-large bowl UA or Cal/Wash/ASU
9. At-large bowl UA or Cal/Wash/ASU
10. At-large bowl UA or Cal/Wash/ASU
Assuming Stanford does not make the CFP and they do win the CCG over USC they will go to the Rose Bowl - I think the Rose is locked in on CCG winner if they do not go to CFP anyway. If USC beats Stanford then USC goes to the Rose Bowl and that possibly pushes all other selections down with Stanford to Alamo, Oregon to Holiday, etc - a USC CCG win makes it more likely Utah goes to the LV bowl.
At any rate even with out a USC upset as you can see above current standings only requires Holiday, Foster & Sun to pick WSU/USC/UCLA over Utah for Utah to appear in the LV bowl. Whether that is likely to happen or not is debatable but is actually possible by rule (if that article is correct).
