A lot depends on tone and delivery. If his conduct is something I would never do, I think it's reasonable to judge it to

be inappropriate. I am not sure that I could say that to the average random Ute fan and not get a pretty negative reaction. So the rules for public conduct in Utah (at least in my experience) is to avoid awkward hard smack talk with strangers unless they have invited such discussion. Golden rule and all that crap.
