If you expand who and why?
If I'm the BIG 12 I know I have to expand as explained by Boren. I can also see why some schools may not want to expand because they have made renovations or improvements based on the promise of a certain amount of income from the conference.
In order to pick the best schools for expansion you have to address you biggest needs.
