The homeowners still pay a fee for being connected to the grid.
So I don't buy that argument. The utilities just need to make the fee reasonable so that the connection to the grid is being maintained by the access fee for the solar homes part. It needs to be a just and reasonable fee per month, which I believe it is.

The second part is that most of the solar homes produce MORE electricity than they are consuming so the utility company is getting electricity for free from each solar home as the net meter more than likely isn't using all the electricity they are producing, and if they are using more, they simply pay the Utility rate as they normally would pay per kW.

It makes sense, Warren Buffet in Nevada is just making a fool out of himself if you ask me.
