The official could have seen the play on the field as an incomplete pass.
Impossible to know what he was thinking.
You do acknowledge the replay showed it an incomplete pass so I'm not sure what there is to complain about on that particular play.
I agree personal foul penalties are getting called too often. College football has taken the targeting call way overboard.
