It would have to be a pretty steep decline to make that strategy work
And rents would have to be pretty low. And stable.

Not an expert by any means on Utah real estate market, but i think you'd be much more likely to see a deceleration in the pace of home price appreciation than you are to see an actual decline in home price. I think that's true for most places.
