From a math/stats perspective you're right. From a madden scale perspective he's thinking of it the right way. Its like the games rate people on a 1-100 scale as if they were one level below being the field. So in the pro games its like a 1 would be the worse player in college at said attribute. So almost everybody is in the 70-100 range
