Advice needed: How to evict a family member from a house if no rental agreement
had been signed.

The particulars are as follows:

1. I purchased a home in California in 1985.
2. I moved from the house in 1990 and allowed a sister to live there provided she made the house payments.
3. The sister made house payments and the property is now clear. In the meantime she became very sick and a nephew moved into the house to care for her.
4. My sister passed away in October 2014. I didn't care if my nephew continued to live in the home provided that the taxes were kept up to date.
5. I recently found out that the taxes haven't been paid since July 2013.
6. A second nephew who has gotten divorced moved into the house soon after my sister had passed away.
7. I contacted a realtor a few weeks ago to check on the condition and market value of the home. He said the home is in sorry condition: Paint needed, new countertops needed, the carpet is black from dirt and filth, the appliances aren't working, the gas water heater isn't ventilated, weeds have grown around the lawn mower parked in the back yard, a neighbor comes by periodically to mow the front just so the neighborhood looks presentable. In short, the nephews haven't paid the taxes and haven't performed any upkeep on a house that now looks like it should be condemned.
8. The realtor said the house and property would be worth about $140,000 if $50,000 in repairs were made. He suggested--and I like the suggestion--putting the house on the market as is for about $90,000 and hope that an investor would be willing to purchase the home.
9. I thought of contacting the sheriff's department to have my nephews evicted so that I can move forward. Do I need to have some sort of agreement in place or can I just evict them for not paying the taxes and keeping the house in poor condition?

I realize that you may not be too sympathetic to how I handled the situation in the past. If it were not for having an ill sister who needed a place to stay, I would have sold the house over 25 years ago.
