When you apply for a passport and receive your passport in the mail, shouldn't they also return your marriage license?

My wife just applied and her name had changed, so we sent in our license. Shouldn't we get it back? We didn't.

IIRC, we got ours back this way...but it's been a few years and can't be sure.
