Near traffic accident. Who's at fault?
Three lanes of traffic headed westbound. Eastbound Car trying to make left hand turn. This is not an intersection. Westbound traffic backs up at a red light. The near lane and middle lanes stop, allowing the car to make his left hand turn. Outside lane is clear for miles. The car begins his left hand turn, when suddenly, a car in the middle lane decides to pull into the outside line and gun it. It's going to be a T-bone, however car slams on breaks and misses collision by inches.

Had there been a collision who's at fault?
