The guy turning. Just because 2 people politely stopped to let him in does not

give him the right of way. Turner beware. I see this all the time.

And to be clear, the westbound drivers should NEVER stop on an open road to let him turn, but if they're backed up and stopped at a light it is courteous of them to leave an opening so the turner can turn.
