So in this case, they were backed up at a light and just allowed the turner

to make his turn. Traffic was at a stand still in the first two lanes. However, the car about 3 back in the middle lane got impatient and pulled into the outside lane, (which happened to be a right turn only at the approaching intersection). Is the turner still at fault?
