He is the one travelling through lanes of traffic meant to be for vehicles travelling a different direction than what he is travelling, so the onus is on him to make sure it is clear before proceeding. I've been in that situation before (turning in front of cars that have stopped to let me through) and I always stop once I get to a lane where there isn't a stopped car to make sure it is safe to continue.
