As a witness I would have said the car who made the fast lane change

seemed to be the most reckless and irresponsible driver based on the whole set of circumstances. However, that doesn't mean he was legally at fault. Just saying by the eye test, I thought that car was impatient, clueless, gunning it from a stand still, unaware of his surroundings.
