The first priority seems to be to get teams that "fit the criteria" as mentioned, but there was a little mention of bringing in someone that could grow or progress into the criteria. To me CSU could fit this.

BSU is bad at most other sports and horrible academics, so they could be brought in, but not nearly as much criticism from other conferences regarding academics because it could be FB only and not as a full member.

This is a big reason I think BYU will probably be a full member, great all around sports program, plus academics
