A false rape accusation is not a little fudge. It does change the incentive,

but jumping to rape is a huge lie that will involve lying to the university, to the police, and totally messing up another person's life. You face criminal liability, and civil liability. And if you just lie about the fact that it never happened you could avoid the whole situation.

I will give you that it moves the incentive slightly, but suggest it is a little fudge is really not accurate.
