The thing that put the office (both versions) ahead of so many other shows, was
it's ability to do comedy while also doing a real relationship drama. Tim and Dawn / Jim and Pam are great relationship stories. Michael Scott's quest for love was really well done too.
A lot of the best comedies lack any serious side (and probably are better off that way). But the office did both really well.
