A theory on what might be happening now
This is pure theory, but here's what I think MAY be going on at this point in time.

BYU and Cincinnati are (or were initially) the top picks for 11 & 12 respectively - not officially but at least tentatively. There is still indecision on whether to go to 14, and the hesitation is regarding the feasibility of grabbing a couple of P12 schools such as UA and ASU. In the meantime, significant pressure to include or at least strongly consider Houston has also entered the conversation, and the two public Texas schools have been compelled to get behind that, or at least create the appearance that they support UH.

So Houston has moved up as a possible #12 or at least #13 in the event expansion goes to 14 without getting P5 schools to jump ship (which really is limited to the PAC12). There is likely some debate over Cincinnati vs Houston as the #12, since Cincinnati offers the travel partner option for WV and connects the dots to that isolated school.

As far as consideration for a potential #14, I would guess the conversations are strained. Each of the remaining options has huge drawbacks. Memphis is a horrible choice for a long list of reasons, most importantly that it's a dump of a commuter school with awful academic reputation and near zero fan base. UConn is interesting for basketball and academics, but culturally not a great fit and even more isolated than West Virginia. CSU has no national brand and hasn't done much in either major sport in eons, but it has upgraded facilities significantly and is geographically and culturally a pretty good fit. The Florida schools are, well, directional schools.

It's possible there is still some concern about BYU in regard to the Sunday play question, but I think that would have been addressed some time ago. I still think that the data regarding BYU's candidacy is too compelling to exclude them as the first choice for expansion. I can't see BYU being swapped out for either Houston or Cincinnati, and certainly not for any of the other weaker candidates on whatever list is drawn up.

I also don't think football-only inclusion is a serious consideration for BYU, and I don't believe Boise State would qualify as a full member. I have to believe the Big12 folks would probably think about football-only for BYU and BSU, along with full membership for Houston and Cinci, but at then end of the day I just think that full membership would be the preference and would put the B12 on better footing relative to the other P5 conferences.

Any way you slice it I don't see the Big 12 ignoring all the compelling facts that make BYU a clear cut #1 choice for expansion, even considering its few drawbacks. Especially when Bowlsby's stated criteria are examined closely - BYU is clearly the best fit overall.

In terms of working out the theoretical questions above, my guess would be that will take weeks but I would think they'd have it figured out by the end of August and announce before week 1 at the latest.
