I'd honestly be surprised if there wasn't a sign somewhere, and you just didn't see it.
Go back in the daytime and look all over the property to see if there is a sign.
Still seems like a pretty lame citation. I'd just contact the city attorney and explain and see if you can get the charges dropped.
