for scheduling offers the 'near same' level of competition of other P5 schools, and I am sure that the B10 in designating Fresno State probably said "Fresno State could probably beat Rutgers quite regularly, who is in our conference and a P5 school, so why wouldn't they be considered P5 for scheduling".

And I'm not saying that they evaluate BYU any differently. But we are an independent, and thus we don't have affiliation with 8-10 other schools or a conference that by definition (G5) is not considered P5. So, it's selective interpretation on the part of the B10 if you okay Fresno State and not the rest of the MWC.
