Even if the DB didn't initiate contact, and the WR did... He's within 5 yds, and

the QB hasn't passed the ball yet. So at that point it's still just a normal block. If he's engaged when the ball's in the air that would be PI, but it happens before. At least that's how I interpret what is allowed. I do think that type of play needs some further discussion or changes, but with what's currently allowed, I think that's legal.
