My guess is the HC keeps our access rate lower than other schools
I could see poverty being correlated with higher rates of sexual activity, drug & alcohol use, and lower grades. While BYU may be willing to loosen its standards on academic achievement to provide greater access to some, it's not willing to bend at all when it comes to HC issues.
