First of all, there is absolutely nothing that an NBA team can do for most of the year to ensure that they get a Top 2 pick in the NBA Draft. The loan exception would be to trade for one of those picks in the small window between the lottery and the draft, at which point you are almost guaranteed to overpay, and expiring contracts are no longer assets. With that said, even if it were not true, the thought that getting a top 2 pick is needed to add stars to your team is simply not true.

These 24 players were selected over 11 drafts. 5 players were drafted either first or second. Which means that 17 of the 22 (77%) #1 or #2 picks of the relevant window were not all-stars this year. 25% of the players who were all-stars were drafted with pick 30 or later and almost 60% were drafted with picks 9 or later.

From a larger perspective, only 3 of the #2 picks in the draft since 2000 have been an all-star at least once in their career. Compare that to 7 of the #9 picks, 5 of the #10 picks, 3 of the #30 picks, 3 of the #47 picks (two by the Jazz).

I understand that the potential of drafting a star is greater earlier in the draft, but to imply that it is a certainty at the top 2 picks, or that it is impossible elsewhere in the draft is not true in any measure.
