Sure, there are some busts (Bennett, Bargnani, Oden come to mind recently). But the hit rate is out of this world high compared to the say the NFL, which is probably due to the QB reaches. In basketball, it's about a 2/3 chance you're getting an all star player, and a 1/4 chance that you're getting a HoF/League MVP type player.
