I'm pretty sure that NBA scouts knew about Frank when he was a high school jr.

I don't think where Frank or Jabari chose mattered in terms of getting them noticed by NBA people that mattered. The real issue is how they value his potential, which can in part change based on the development he shows and in part is based on how they view his natural physical attributes.
