The main stipulations that are in place when it comes to placing teams in locations are that teams are to be placed in locations as close to home as possible with teams higher on the seed line having priority over teams lower on the seed line, and top 4 seeds are not supposed to be placed at a home court disadvantage in 1st round games. The committee isn't supposed to worry or care about potential 2nd round matchups at all (with the exception of making sure teams from the same conference won't meet each other too early in the tournament).

In other words, this was not even a small mistake for the committee as it was something they were supposed to be concerned with or consider anyways.
