Because almost every school is the 4th or 5th option in its region.
Let's put aside the structural problems (small schools, small budgets) and look only at recruiting.
For everybody but Zags, BYU, and St. Mary's (in that order, I think), recruiting means taking on schools that are pretty clearly much, much better options.
They'd have to change that. I don't think they can.
