They would need at least 5 solid teams to do that
Right now they have 3 solid programs. 2 teams in NCAA most years.
Who else is going to step up? Portland? San Francisco? Loyola is a possibility but none of the other teams get the support needed to be a consistently good program.

That would certainly be elite. Only one conference got 50% of their members
