As a general rule I guess, sure
2* guys can develop (but certainly not all of them will). If a staff knows what to look for, 2* guys can develop into stud players.
I mean for Utah, Mokofisi, Pita T, McCormick, Joe Williams are all recent two star guys that developed into studs.
BYU had Nacua, Koroma, and Micah Hannemann that have all recently become studs.
My philosophy is 2* doesn't guarantee greatness, but I'll never rule out the possibility.
