I've had two bike mechanics look at it and the wheels, both of them, still don't roll smooth. They've both told me to just upgrade the wheels and disc brakes, which is the expense.

I haven't actually given up yet. I'll spend some time on my own seeing if I can diagnose what is going on. And maybe I'll just live with really slow wheels for a while.
