Several offenses occured there. Poaching, shooting from road, shooting from car.
If your neighbor was watching from his house, your son could have been too close to homes to shoot as well. If reported to authorities, fines could be $299/bird $1,000 plus for the other shooting violations. This is the kind of offense that can see hunting privileges revoked for a period of 2 years, if judge is Maximum Mike kind of guy.

Then you add in that they were killed out of season without a license or federal duck stamp. Poaching.
